SELECTED TOWN ORDINANCES

CHAPTER 7.01 ANIMALS

7.01(4)(c) DOGS
    - The owner or person having control or charge of any dog shall have the animal under restraint at all times.  Under restraint, within the meaning of this ordinance shall mean to be controlled by a leash or by competent person and immediately obedient to that person's command or within a vehicle being  driven or parked on the street or within the property limits of the owner.

7.01(6)  BARKING DOGS OR CRYING CATS
    -  It shall be unlawful for any person knowingly to keep or harbor any dog which habitually barks, howls, or yelps, or cat which habitually cries or howls to the great discomfort of the peace and quiet of the neighborhood or in such manner as to materially disturb or annoy persons in the neighborhood who
are of ordinary sensibilities.


CHAPTER 8.01 TRAFFIC AND PARKING

8.01(10) REMOVAL OF ILLEGALLY PARKED VEHICLES
     -  Any vehicle parked, stopped or standing upon highway or public parking  lot or ramp in violation of any of the provisions of this ordinance is declared to be a hazard to traffic and public safety.  Any traffic officer may order the removal of the vehicle.


CHAPTER 9 SELECTED OFFENSES AND NUISANCES

9.02(2)(a) LOITERING
     -  No person shall loiter or prowl in a place, at a time or in a manner not usual for law abiding individuals under circumstances that warrant alarm for the safety of persons or property in the vicinity.

9.02(2)(b) LOITERING PROHIBITED
     -  No person shall loiter in or about any public street, public sidewalk, street crossing, alley, bridge, public parking lot or other place of assembly or public use after being requested to move by any police officer.

9.02(2)(c) LOITERING BY UNDERAGE PERSONS WHERE ALCOHOL BEVERAGE IS DISPENSED
     -  No underage person shall enter, remain or loiter in any public or private place where any fermented malt beverage or other alcohol beverage is sold, dispensed, given away or made available, unless accompanied by a parent, guardian or spouse who has attained the legal drinking age.

9.02(3)(a) LOUD AND UNNECESSARY NOISE PROHIBITED
     -  No person shall make or assist in making any noise tending to unreasonably disturb the peace and quiet of persons in the vicinity thereof unless the making and continuing of the same cannot be prevented and is necessary for the protection, or health, safety, life or limb of some person.

9.03(2)(a) CURFEW ESTABLISHED
     -  It shall be unlawful for any person under 18 years of age to be on  foot, bicycle or any type of vehicle of any public street, avenue, highway, road, alley, park, school grounds, place of amusement and entertainment, cemetery, playground, public building or any other public place in the Town of Rome between the hours of 11:00P.M. and 5:00A.M., unless accompanied by his or her parent or guardian, or person having lawful custody and control of his or her person, or unless there exists a reasonable necessity therefore.

9.05(1)(a) DISORDERLY CONDUCT PROHIBITED
      -  No person in any public or private place shall engage in violent, noisy, riotous abusive, indecent, profane, boisterous, unreasonably loud or disorderly conduct, which tends to cause or provoke an immediate disturbance of public order or tends to annoy or disturb another person.

9.05(1)(b) DISORDERLY CONDUCT PROHIBITED
      -  No person shall intentionally cause, provoke or engage in any fight, brawl, riot or noisy altercation.


CHAPTER 14 BOATING REGULATIONS

14.01(d)(1) SPEED RESTRICTIONS
      -  No powerboat shall be operated at a speed greater than slow-no-wake before sunrise or after 8:00P.M. or at any time when entering, traveling in or leaving a posted section of water

14.01(e)(1) WATER SKIING
      -  Water skiing, for the period May 1st through August 15th, shall be limited to the daylight hours between 10:00A.M. and 8:00P.M. or sunset, whichever comes first.  Water Skiing during all other times of the year shall be restricted to the hours of 10:00A.M. to sunset.

14.01(e)(2) WATER SKIING
      -  No person may operate a motorboat towing more than two persons on  water skis, aquaplane or similar device at one time, unless the skiing party provides a pick up boat to be in operation while skiing.

14.01(f)(1) RACES
      -  No person shall direct or participate in any boat race, regatta,  water ski meet or other water-sporting event, or exhibition unless such event has been authorized by the town board.
